Scope of Work Directly responsible to the Country Director and a member of the Swedish Committe for Afghanistan (SCA) management group, the Director of Administration has the overall responsibility for the administrative, human resource, IT, transport & external relations and security support functions of SCA s Kabul Management Office (KMO). The Director of Administration ensures that relevant, efficient and effective services are provided at KMO in order to facilitate the successful implementation of SCA s projects and other activities. Systematising and streamlining organisational procedures of service functions, including updating and development of procedural manuals, identifying and facilitating staff training and development, as well as, providing technical backstopping and monitoring of service functions of SCA s six project offices are common duties. The Director of Administration also serves as the security focal point within the organisation and therefore need to build strategic information networks. Furthermore, the Director of Administration function as link between expatriates employed in Afghanistan and the Human Resource Manager at Stockholm Management Office, and as such is responsible for induction programs and the general expatriate staff welfare. Essential Job Functions - To supervise all heads of units within the department in improving their technical and managerial roles, strategic management and for continuous development and improvement of the service planning, implementation and report functions - To promote the development, implementation and maintenance of appropriate systems, structures, policies, rules and regulations within the administrative, human resource, IT and transport areas - To ensure a smooth and efficient personnel management within the entire SCA field organisation - To facilitate for both internal and external evaluations and analysis of service functions within SCA - To continuous update the Security, Transport, IT, HRM and Administration manuals and procedures and ensure their dissemination and compliance - To lead the Administration Department and its service units in the budget preparations, follow up, revisions and to secure accountable practices according to financial rules and regulations - To develop and maintain contacts with local and central authorities, institutions, diplomatic missions and other aid organisations for an efficient implementation of administrative, human resources and security net-working Requirements Qualifications: Ideally possesses a degree at master¡ås level, preferably in fields such as human resource management or business administration Experience: - At least seven years of relevant work experience in administration and/or human resource management of a large organisation with a sound understanding of security management - At least four years of working at senior level within an international NGO or similar organisation - Experience from work in a post-conflict environment is an advantage - Experience of work in Muslim countries is an advantage Others: - Demonstrated leadership/management skills - Demonstrated team-building capabilities and strong organisational, interpersonal and negotiations skills - Ability to prioritise, delegate, handle multiple tasks and meet deadlines - Excellent command of English is a must - Advanced user-knowledge in computer aided management (SCA has Ms Office as its standard software)
