American Citizen Services Assistant

As ACS assistant, performs full range of ACS work with highest priority given to providing protective services to Americans, including assistance during emergencies, to individuals arrested or endangered, and to families of deceased Americans. Communicates regularly with the Swedish Ministry for Foreign Affairs in order to report on such cases to consular officers and to the Department.
Has joint responsibility to ensure that all citizenship and passport cases are handled according to a complex set of laws and procedures so that the Consular Officer can make decisions and ensure that the legal requirements of each case are met.
Provides special consular services such as notarial services and voting assistance. Answers public inquiries for ACS-related issues.
Secondary duties include providing administrative support to the entire section, including travel arrangement and time and attendance for the section.

All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.

a. Education:
University degree.

b. Prior work experience:
Three years of customer service work with high level of responsibility.

c. Post entry training:
FSI correspondence course in ACS work required. Participation in relevant conferences and training as available. ACS systems training.

d. Language proficiency:
Level 4 (Fluency) Speaking/Reading/Writing Swedish is required. Level 4 (Fluency) Speaking/Reading/Writing English is required.

d. Knowledge:
Thorough knowledge of Swedish society, customs, legal, and social systems as well as of relevant U.S. laws and regulations. General understanding of both U.S.-Swedish bilateral foreign relations and U.S.- EU relations and the impact of those relations on consular activities.

e. Skills and abilities:
Ability to independently organize workload and set priorities. Must be able to exercise good judgment and to possess good people skills when dealing with the public. Ability to handle the most sensitive ACS cases, such as child abductions, deaths and arrests. Ability to function well in a stressful environment and to juggle multiple tasks at all times. Ability to translate legal documents into English and Swedish as requested by the Department of State. Ability to draft correspondence in Swedish and English and to respond fluently and swiftly to complex questions posed by applicants and contacts. Ability to fluently and accurately handle phone inquiries in both Swedish and English. Prior experience with basic computer skills.

When fully qualified, US Citizen Eligible Family Members (USEFMs) and US Veterans are given preference. Therefore, it is essential that the candidate specifically address the required qualifications above in the application.
