Scope of Work SCA currently implements four large programmes within health, education, disability and rural development.As the organisation is in a transition from large-scale delivery of sectoral services to project-oriented implementation of development programmes, elements such as multi-sectoral integration, community-driven approaches, capacity & institution building and advocacy are increasingly adopted.The Rural Development programme is key in this process, as it centres on community mobilisation, builds the capacity of institutions within Afghan civil society, and promotes multifaceted development.The programme currently contains projects within water and sanitation, livelihoods development, the National Solidarity Programme, and rehabilitation of rural infrastructure.The Assistant Technical Adviser will be part of Technical Unit of the Rural Development programme, based in Kabul, within which s/he will provide technical advice, build and strengthen capacity, and support in networking and advocacy work.Substantial field work will also be required, in order to support and monitor projects, partake in assessments and evaluations, interact with partners and stakeholders, and build capacity towards local institutions and field staff.To that end, s/he may at times be seconded to specific projects.Main Responsibilities Technical support and advice: To provide technical advice in order to ensure: -quality in design, methodology and implementation of livelihood interventions, particularly focusing on development of rural business plans, facilitation of value-chain systems, and income generating activities -strengthened integration and synergies between SCA programmes -development of tools and mechanisms for enhanced community mobilisation, participation and ownership throughout SCA project cycles To support in preparing proposals, action plans, budgets and reports To participate in reviewing and monitoring progress of programme implementation To organise, facilitate and supervise studies, including documentation of best practices Capacity Building: To coach and train staff in order to promote knowledge, capacity and technical skills To participate in arranging workshops, seminars and training sessions for increased capacity Networking and Advocacy: To actively contribute to building capacity of partner institutions/organisations Entry Requirements Qualifications: University Degree within rural development or similar, with a focus on rural livelihoods and enterprise development Experience: Professional experience of schemes for developing rural enterprises and value-chain systems; capacity & institution building; project/programme coordination.Following are considered assets: -Experience of working with gender issues in conservative societies -Experience of engaging in mobilisation in Muslim communities -Experience from a post-conflict environment Other: - Conversant with planning, budgeting and report writing - Excellent interpersonal and communication skills - Coaching, training and mentoring skills - Good analytical and troubleshooting skills - Ability to cope with a stressful environment - Full proficiency in English (knowledge of Dari and/or Pashtu a merit) - IT and computer literate Contract period: 2 year.Duties to begin as agreed.Only qualified applicants will be notified.
