Background The Swedish Committee for Afghanistan (SCA) is a non-governmental humanitarian organisation working with aid to Afghanistan since 1982, mainly with support to the education, health and disability sectors.With over 5 000 staff, SCA is one of the largest non-governmental organisations in the country.Over two million Afghans benefit from SCA's assistance yearly.Through its activities, SCA aims at fighting poverty, supporting economic and social development and strengthening democratic development and gender & human rights.Scope of Work SCA implements the Basic Package of Health Services (BPHS) projects in the provinces of Samangan and Sar-e-Pul.The Community Midwifery Education Manager will be based in Mazar-i-Sharif and on regularly basis (2-3 days a week) travel to and stay overnight in Samangan (two hours travel from Mazar-i-Sharif) or Sar-e-Pul (3-4 hours travel depending on season).The Community Midwifery Education Manager (CME Manager) will be responsible for setting up and running Community Midwife Training (CMT) Schools in both provinces.CME is a standardized education system and the daily micromanagement, supervision and monitoring and internal assessment of the schools is the responsibility of the Midwifery Course Coordinators who will be placed at the respective schools. The CME Manager's main focus will be on developing the schools according to laid down policies by the National Midwifery Accreditation Board as well as to develop classroom and clinical instructions, management, planning and budgeting and training materials. The CME Manager will be responsible for providing technical support, guidance and supervision through a direct line managerial role to the CMT School staff and to guide, mentor and train local counterparts of whom the Midwifery Course Coordinators will be among the most important.The CME Manager will be part of the BPHS Management Teams in each province and will act as an advisor to the MCH unit of the projects.She will technically support and backstop the supplementary Mother and Child Health initiatives introduced by SCA in the BPHS projects to reinforce the reproductive health services.She will also regularly participate in management meetings in relation to the BPHS.The CME manager will provide technical support to Afghan Midwifery Association (AMA) in establishment, improvement and evaluation of supportive supervision system for newly graduated midwives and coach SCA in establishment of linkages between AMA and Swedish Midwifery Association. The CME Manager reports to the Director of Operations at the Kabul Management Office.Entry Requirements Qualifications * Registered Nurse with a Bachelors degree in Midwifery (certified midwife) * Solid knowledge of planning, budgeting and report writing * Familiar with design, evaluation and monitoring of health projects * Proficient in English, speaking and writing Experience: * 6-8 years experience in midwifery and MCH * Experience of managerial position such as Head of Maternity Ward, Head Nurse, etc * Experience of health related work in a development context Merits: * Experience from work in a post-conflict environment and/or Muslim country and/or Afghanistan * Experience of training of trainers in Midwifery and/or MCH * Knowledge of Dari or Pashtu Contract period: 2 years with an initial 6 months probation period.Duties to begin as agreed, desirably in April 2010.
