The Swedish Committee for Afghanistan (SCA) is a non-governmental humanitarian organisation working with aid to Afghanistan since 1982, mainly with support to the education, health and disability sectors. Scope of Work Directly responsible to the Country Director, and member of the SCA management group, the Director of Administration has the overall responsibility for the administrative, human resource, logistical, IT and security support functions of SCA¡ås Kabul Management Office (KMO). Also focal is a development and coordination role towards the corresponding support functions at SCA¡ås project offices in Afghanistan. SCA is undergoing an organisational transition and restructuring, from service delivery, to an organisation where managing large development programmes and strategic programme development will be in focus. The Director of Administration ensures that relevant, efficient and effective operational services are provided in order to facilitate the successful implementation of SCA¡ås projects and activities. Systematising and streamlining organisational procedures, strategic management and oversight of complex issues are common encompassing duties to that end. Essential Job Functions "I To promote the development, implementation and maintenance of appropriate systems, structures, policies, rules and regulations within the administrative, human resource, logistic, IT and security areas "I To ensure a smooth and efficient personnel management within the entire SCA organisation "I To ensure an efficient running of SCA administration support activities in existing an new project offices around Afghanistan "I To continuous update Security Manual and procedures and ensure their compliance, map security incidents and analyse risks and security developments "I To ensure a smooth and efficient running of SCA logistical support activities, such as procurement, storage, transportation and distribution of goods, obtaining of relevant permits, etc. and making sure SCA procurement procedures are based on internationally accepted standards and in line with donors¡å requirements "I To support SCA¡ås general effort to improve its performance through a close co-operation with the project-unit for ¡¥Development and Change¡å in matters of relevance to administration, human resource and logistics "I To promote gender equality, non discrimination with regard to ethnic, political and religious background Qualifications: Ideally possesses a degree at master¡ås level, preferably in fields such as human resource management or business administration Experience: At least five years of relevant work experience in administration and human resource management of large organisations in conflict affected countries and with a sound experience of procurement, supplies, security and communications At least two years of working at senior level within international NGO Experience form Change Management to create an efficient Shared Service Centre organisation is an advantage Experiences of work in Muslim countries an advantage Others: Advanced user-knowledge in computer aided management Excellent command of English is a must, Swedish and Dari is an advantage First-rate references of demonstrated teamwork, maturity of judgment, tolerance of hardship and stress, leadership and integrity of character Proficient inter-personal and communication skills within a multicultural and sensitive environment Duty station: Kabul Afghanistan
