Drug Management Consultant

Consultant for Evaluation of Swedish Committee for Afghanistan (SCA) Drug Management and Procurement . Mission to be carried out at SCA Management Office ,Kabul Afganistan SCA is looking for a qualified evaluator with experience in drug management for a short-term consultancy in order to carry out an evaluation of SCA's current drug management and procurement procedures, as it is being applied within the SCA Health Program. SCA anticipates that the evaluation will provide a comprehensive review of SCA's current drug management system and provide recommendations for increased effectiveness and quality assurance as well as strengthened anti-corruption measures. Background SCA has been active within the Afghan health sector for more than 25 years and has, throughout those years, been involved in drug management activities aiming at ensuring regular and continuous supply of quality medicines to SCA supported health facilities. Currently, SCA implements two BPHS projects in the provinces of Wardak and Paktika. In order to improve and enhance the efficiency, effectiveness, quality assurance and anti-corruptive measures of SCA's drug management and procurement, the organisation has decided to assess the existing drug procurement and management procedures. SCA anticipates that the evaluation will lead to a number of constructive recommendations. SCA has always been keen to ensure that the drug management process at all levels contain strong anti-corruption mechanisms. Objective of Assessment . To provide a qualified assessment and analysis of SCA's current drug procurement and management cycle at central and project levels as well as at the health facilities. . To provide relevant recommendations for appropriate changes which will enhance efficiency, effectiveness, quality assurance and anti-corruption measures of SCA's drug management and procurement system. Methodology The exact methodology to be applied may be subject to negotiation. However, considering the nature of the evaluation at hand, it will encompass desk studies of relevant documents, assessment of procedures and informed interviews with staff. The consultant is expected to pay visits to the project sites. Deliverables The consultant is expected to produce: . A final report after having received comments from SCA on draft report .
