Background The Swedish Committee for Afghanistan (SCA) is a non-governmental humanitarian organisation working with aid to Afghanistan since 1982, mainly with support to the education, health and disability sectors.Since operations began in the early 1980s, emergency aid has gradually evolved into long-term development programmes.With over 5 000 staff, SCA is one of the largest non-governmental organisations in the country.Over two million Afghans benefit from SCA's assistance yearly.Through its activities, SCA aims at fighting poverty, supporting economic and social development and strengthening democratic development and gender & human rights.Scope of Work The SCA Planning, Grants and Contracts (PGC) Coordinator heads the PGC Unit which deals with maintaining and developing planning and reporting systems, managing grants and contracts, and ensuring compliance with donor regulations.The unit coordinates the overall organisational planning cycles and provides assistance and technical backstopping to SCA's programmes within fields related to planning, project cycle management, proposal development, and reporting and data administration.The grants and contract database, as well as the Management Information System of SCA as a whole, is handled by the unit. Essential Job Functions Overall responsible for ensuring that appropriate structures, levels and skills are in place with regards to: * Proposals and Reports * Donor Relations * Contract Database * Management Information Systems * Organisational Planning Cycles * Project Cycle Management Systems * Capacity Building of staff in issues of planning and reporting Qualifications: * Academic degree at master's level, preferably in fields such as business administration, economics, social sciences or development studies from an institution of international repute, or equivalent documented experience and skills.Experience: * At least five years of relevant work experience * At least four years of work at senior level positions within an international NGO and/or UN agency * In-depth understanding of standards formulated by SCA's main donors (Sida, WB, EC) an advantage * Work in a post-conflict environment an advantage * Work in Muslim countries an advantage Others: * Demonstrated skills in management, planning and quality assurance, acquired in challenging multicultural environments * Demonstrated skills in matters pertaining to contract management * Demonstrated experience in designing and reviewing project proposals * Demonstrated skills in training and coaching staff at different levels within an organisation * Ability to take initiatives, innovate and pursue work proactively * Demonstrated team-building capabilities and strong organisational, interpersonal and negotiations skills * Proven ability to prioritise, delegate, handle multiple tasks and meet deadlines * Ability to travel frequently to project offices within Afghanistan and adjust to difficult and basic living conditions * Excellent command of English is a must, Swedish and Dari is an advantage * Advanced user-knowledge in computer aided management, including database administration Contract period: 2 years with an initial 6 months probation period Day of taking possession: 1st of December 2009 or as agreed.
