Swedish Committee for Afghanistan is looking for Planning, Monitoring & Evaluation (PME) Coordinator Posted at Kabul Management Office, Kabul, Afghanistan The PME unit is a methodology unit whose overall goal is to fostering a culture of results-orientation.This is primarily done through the establishment, maintenance and utilization of results-based management for planning, performance/impact measurement, monitoring and evaluation, organizational learning, feedback and accountability.The PME unit will develop and promote tools and systems, skills and make sure infrastructure are in place.The PME coordinator heads the PME unit whose work can be divided in two sections: Planning and Monitoring & Evaluation: The Planning section deals with planning and reporting systems, managing grants and contracts, and ensuring compliance with donor regulations.The unit coordinates the overall organizational planning cycles and provides assistance and technical backstopping to SCA?s programmes within fields related to planning, project cycle management, proposal development, donor reporting and data administration.The grants and contract database is handled by the section.The Monitoring & Evaluation (M&E) section has two core distinct functions - Monitoring and Evaluation - along with two other supportive functions, as developing programme related Management Information System (MIS) components and Geographical Information System components.Entry Requirements Qualifications - Academic degree at master?s level, preferably in fields such as business administration, economics, social sciences or development studies from an institution of international repute, or equivalent documented experience and skills.- In-depth knowledge of Planning and M&E methods and approaches (including quantitative, qualitative and participatory).- Excellent command of spoken and written English.Experience - At least four years of relevant work experience at senior level positions within an international NGO and/or UN agency or equivalent - Demonstrated skills in matters pertaining to contract management and donor requirement compliance - Proven experience of utilisation of Logical Framework Approach, Results-Based Management and other strategic planning approaches - Experience in planning and implementation of M&E systems; training in M&E development and implementation - Successful track-record of designing and reviewing project proposals and donor reports Merits - Advanced user-knowledge in computer aided management, including database development and administration - Familiarity with mainstreaming cross-cutting issues, e.g.
