The Raoul Wallenberg Institute is currently seeking candidates for the position as Programme Assistant, based in Lund, Sweden. The work primarily concerns the programme in Belarus, (see further http://rwi.lu.se/where-we-work/regions/europe/belarus/). The programme assistant must be fluent in Russian. He/she would primarily be responsible for providing administrative and logistical support to programme officers in their work. This would include, inter alia, contacting resource persons, facilitating travel arrangements for resource persons and course participants, and compiling and sending course related material. In addition, it is envisaged that the programme assistant will at times be required to travel abroad to assist in the implementation of international courses and projects.

The assignment is expected to start in early spring 2014 and continue until 31 December 2014, when the programme ends.

Essential Tasks and Responsibilities:
The international programmes of the Institute focus on cooperation with i) academic institutions and independent human rights centres, ii) National Human Rights Institutions (NHRIs), and iii) institutions in the field of the administration of justice, which accordingly constitute core work areas. Within these core work areas, the work of the Programme Assistant is expected to mainly concern the programme in Belarus, as well as necessary support to the work of Raoul Wallenberg Institute offices abroad.
In accordance with relevant templates and guidelines, in consultation with concerned Programme Officers and reporting to designated Heads of Unit, the Programme Assistant's main tasks would include:
Support regarding the implementation of international programme activities, including in relation to: logistical arrangements for activities; contacts with external consultants and other resource persons; drafting workshop/training agendas, contracts and agreements; providing necessary support to participants regarding trainings and workshops carried out; ordering literature and materials; liaison with programme partners; summarising evaluations after trainings and related programme activities; and coordinating and participating in study trips;
Contributing to the preparation and analysis of programme activity budgets as well as follow-up of budget expenditures;
Assisting in maintaining proper programme records, including uploading material to the Raoul Wallenberg Institute Intranet;
Participating in other work of the Department as necessary and as agreed by Heads of Units.
The position may involve travel to programme sites to facilitate the implementation of project objectives. At times, the workload can be high.
Qualifications:
Experience from similar work; Knowledge of international human rights law, preferably university degree; Knowledge of project management is an asset;
Ability to work independently, take initiatives and prioritise work tasks;
Flexibility and ability to work under pressure and complete tasks within given timeframes; Good skills to work in teams and generate innovative, practical solutions to challenging situations;
Fluency in English and Russian is required, knowledge of Swedish and/or other relevant working languages is an asset;
Cultural sensitivity and judgment;
Knowledge of means and methods of Swedish and/or other international development cooperation is an asset.
