The incumbent is, under supervision of the Embassy's Human Resources Supervisor, responsible for the following:
Recruitmen and new hires ( 70% )
The incumbent handles the major part of the recruitment process for locally hired employees, including a wide range of positions, from Guard to Economic Specialist. Duties include; drafting of internal announcements and external ads and to have personal contact with the local unemployment office. Sorts through all applications to find qualified candidates, sets up appointments for interviews and leads the interview process, in which the interviewee receives information by the incumbent on Embassy regulation, and finally, makes a recommendation of top candidates for the position to the agency or section head.

When the interview process is completed the incumbent contacts all the candidates who were turned down. Prepares all documentation for the new employee and sets up appointments for a security interview and a medical examination. The recruiter discusses the salary with the top candidate and asks for support from the Human Resources Supervisor if needed. When the salary has been discussed, the Recruiter drafts the offer letter and agreement. Ensures that new employees receive accurate and complete information when hired. Prepares all enrollment documents for the in-processing of a new locally hired employee including contracts and welcome kits.

. The incumbent finds a local sponsor for each new local hired. Gives the sponsor and their supervisor a letter in regards to our sponsor program.
. The incumbent prepares all personnel actions, maintains personnel files, and answers correspondence for work inquires by phone and in writing.
. The incumbent handles all paperwork for resignations as well.

Personnel Database ( 20%)
Responsible for processing all PASS personnel database actions, including personnel actions and all kinds of reports.
Updates computer input for all Local Staff. The data is regularly verified by the Human Resources Supervisor.

Evaluation Process for Locally Engaged Staff
The incumbent is responsible for the Evaluation program for Locally Engaged Staff. Up-dates the Evaluation due dates in access and keeps the due dates accurate on Embassy Intranet page by sending in a request to the IT section on a monthly bases. Sends out a monthly reminder for the officers to check the Intranet site if they have an evaluation to do. Sends bi-monthly reports to DCM of overdue evaluation reports.

Other LES Personnel Management duties ( 10%)
The incumbent also arranges interviews with each new employee after 3 months of employment in order to find out any discrepancies in the introduction process that can be corrected after the employee has been with the Embassy for at least 3 months, but not more than 6 months. After the interview the incumbent briefs the Human Resources Supervisor if there are any concerns that need to be addressed at this stage and the Human Resources Supervisor will bring it up with the new employee's American or Local supervisor.
