The main functions of the post: To be responsible for the development, maintenance and control of all accounting, project management, budget, cash management, contract management and procurement and the financial reporting functions of the Institute; To be responsible for the preparation of Annual Audited Financial Statements as well as monthly financial reports, statistics and analysis necessary to support the effective financial management of the Institute; To evaluate and ensure professional and efficient performance of all activities relating to accounting, financial reporting, financial analysis and internal control in accordance with International Standards and with the Institute's Finance Rules and Regulations and with all current internal Financial and Administrative Policies and Procedures. Duties and Responsibilities: Oversees financial operations, including year-end audit and budgetary control, to ensure the Institute's interests are protected; Coordinates all financial functions and matters including accounting, treasury, financial reporting, internal controls etc. ensuring a high quality output; Maintains all aspects of the Finance Division by planning resources; directing personnel; negotiating contracts including consulting support; and implementing policies, procedures and systems; Liaises as required, with other departments within International IDEA for coordination of planning and managerial activities so as to ensure programmatic consistency throughout the Institute; Actively integrates the inclusion of a gender perspective in all activities. Qualifications and Required Skills Education: University degree and, preferably, membership of a professional accountancy body and/or postgraduate qualification in accounting, public administration, business administration or related subject. Professional Experience: Minimum ten (10) years experience of budgeting, accounting, forecasting and resource allocation, preferably within an international organisation; Minimum five (5) years of management experience, including motivating, leading and developing teams and problem solving; Knowledge and experience with a donor agency or with an organisation in receipt of funds from multiple donors, e.g. EU or UN is highly desirable; Membership of an internationally recognised professional accountancy body. Functional Competencies: Experience of financial responsibility for budgets; Experience of developing accounting guidelines, preparing end of year accounts and external liaison with auditors; Knowledge of International Public Sector Accounting Standards; Ability to develop, monitor and maintain management information systems and procedures; Ability to work on own initiative, prioritise work, handle pressure and take day-to-day decisions on the running of the Finance Department. Computer skills: Knowledge of Microsoft Office package and Internet; Proficiency in working with SQL based financial management information systems; Knowledge of database programmes in financial analysis, fiscal management and financial reports; Knowledge of major international accounting & budget systems - previous experience with Maconomy would be highly valued. Language Skills: English: Excellent knowledge both written and orally. Other: Considered an asset.
