Financial Audit Specialist to Tanzania

Den internationella funktionen (INT) på Riksrevisionen leder, utvecklar och samordnar Riksrevisionens gemensamma uppgifter rörande internationell samverkan och kontakter, samarbete inom EU, revision av internationella organisationer och internationellt utvecklingssamarbete. INT består av 15 personer i Stockholm och fem utlandsstationerade medarbetare. ARBETSUPPGIFTER Riksrevisionen - the Swedish National Audit Office (SNAO) - seeks a highly motivated and skilled professional for the position as Financial Audit Specialist to our development cooperation project with the National Audit Office of Tanzania (NAOT). Background The NAOT is the Supreme Audit Institution in Tanzania, with the mandate to audit the central government administration, local municipal authorities and public authorities. The current project was set up in 2004 to support institutional capacity building at the NAOT. The main areas of focus are the Financial Audit of Ministries, Departments and Agencies (MDAs) and Local Authorities at both central and local government level. The support covers, i.a., development and testing of a new audit methodology using electronic working papers. In addition, a performance audit section has been developed and support has been provided to enhance the independence of the NAOT through a new Audit Act. Tasks and duties The Financial Audit Specialist will be responsible for a wide range of tasks and duties linked to the challenge of sustaining the development activities which have already started, as well as to develop new ones. The primary focus of the work will be to facilitate the rolling out of the new methodology to be applied when auditing MDAs and Local Government Authorities with the application of TeamMate. The tasks include, i.a.; - Planning of activities in connection with the Project Manager. - To facilitate and lead NAOT staff and short-term experts in project activities. - Coaching of NAOT staff. - Provision of advise to NAOT management. KVALIFIKATIONER Professional qualifications We look for a person with the following qualifications; - Holder of a professional accounting qualification. - At least 5 years experience of working as a Financial Auditor, preferably within the public sector. - Experience of working as an adviser in an international environment. - Experience of on-the-job training, coaching and working in an advisory capacity. - Experience of development and implementation of manuals and other working tools for financial audit. - Practical experience of methods for development of learning organisations. - Knowledge of IFRS, IPSAs, and ISAs as applied in the public sector. - Knowledge of TeamMate or other IT audit tools, such as ACL, IDEA, etc. - Excellent English language skills, both written and spoken. Additional qualifications - Knowledge of Kiswahili. - Experience of the use of EPICOR. - Knowledge of the objectives of the Swedish International Development Cooperation - Knowledge of the Swedish National Audit Office (SNAO) Particular attention will be paid to the candidate's personal qualities and abilities.
