ARBETS- OCH ARBETSPLATSUPPGIFTER The Swedish National Financial Management Authority (ESV) is looking for an experienced specialist to serve as long-term advisor (LTA) to the Internal Audit, Inspecçao Geral, Ministry of Finance for two years, stationed in the capital, Maputo. The IGF-project is a long-term institutional collaboration between the IGF-Mozambique, IGF-Portugal and the Swedish National Financial Management Authority (ESV). The objective of the programme is to enhance the capacity of internal audit at IGF-M. The project is financially sponsored by the Swedish International Development Cooperation Agency (Sida). The long - term advisor should together with the locally based team leader (TL) in Maputo and in cooperation with the management and audit teams of IGF conduct formal training and on the job training as regards: - Developing the internal audit competence on the basis of the IIA:s audit standards including methods for quality assessment. - Promote the operational management of IGF in line with the strategic plan 2006-2010 The long-term advisor should also initiate and monitor short-term consultants and co-ordinate all input from internal and external sources. ESV supports with backstopping and short-term consultants. IGF-P also supports with short-term consultants. KVALIFIKATIONER To succeed as a LTA you must be professional as regards auditing and have a driving capacity, an ability to communicate, be flexible and result- oriented, be able to foster good working relationships, be able to work in changing conditions and also be able to think strategically and possess teaching talents. The desired profile of the successful candidate will look as follows: - You have internal audit experience from a qualified position in the public sector or a private company. - A CIA-certification is an advantage. - You have long experience of working internationally and have been stationed abroad in developing countries preferably in Africa. - You have worked with formal and on the job training - You are used to work together with consultants - You have experience in working with institutional capacity building. - Degree in Business Administration or Economics. - Fluency in English and preferably in Portuguese. If necessary, an intense course in Portuguese will be provided in Portugal. - You have the ability to work with people of different national and cultural background and you know that your personal qualities are as important as the formal education and experiences.
