The Swedish Committee for Afghanistan (SCA) is a non-governmental humanitarian organisation working with aid to Afghanistan since 1982, mainly with support to the education, health and disability sectors. With over 6,000 staff, SCA is one of the largest non-governmental organisations in the country. Over two million Afghans benefit from SCA¡ås assistance yearly. SCA aims at fighting poverty, supporting economic and social development and strengthening democratic development and gender & human rights. Scope of Work SCA currently implements four large programmes within health, education, disability and rural development. The organisation has embarked on a transition from large-scale delivery of sectoral services to project-oriented implementation of development programmes, where multi-sectoral integration, community-driven approaches, capacity & institution building and advocacy are elements which are gradually adopted. Among the greater challenges inherent in this process are to enhance programme coordination, integration and development, while building up capacities and systems for monitoring outcomes, quality and impact. The Assistant Monitoring and Coordination Adviser will be part of the coordination and monitoring capacity of the Programme Department at the Kabul Management Office. S/he will support and advise two national Senior Officers within the fields of monitoring, evaluation, coordination and programme development. S/he will provide technical advice, build and strengthen capacity, and support in networking and advocacy work. Certain field work will be required in order to technically support activities related to programme monitoring. Essential Job Functions ¤ To provide advice in order to ensure: - Appropriate design and development of methods, systems and tools for monitoring and evaluation -Compilation, documentation, analysis and dissemination of knowledge emerging from monitoring systems and quality control - Enhanced integration and coordination of SCA programmes - Further mainstreaming of cross-cutting issues within SCA programming - Compliance with policies and strategies, national as well as SCA ¤ To facilitate and supervise assessments, studies and evaluations ¤ To support in preparing proposals, action plans, budgets and reports ¤ To analyse and identify needs for training and capacity building ¤ To coach and train staff in order to promote knowledge, capacity and technical skills ¤ To participate in arranging workshops, seminars and training sessions for increased capacity ¤ To actively contribute to good relations and linkages with external stakeholders Requirements Qualifications: University Degree in social sciences, preferably within development studies, international relations, political science or similar Experience: Professional profile and experience of project/programme coordination and monitoring within a developmental context. Specific experience of monitoring and evaluation systems is an asset. Others: Experience from Afghanistan or similar relevant environment Excellent interpersonal and communication skills Good planning, analytical and troubleshooting skills Team worker Ability to cope with a stressful environment Proficiency in English, knowledge of Dari and/or Pashtu a merit IT and computer literate
