The Raoul Wallenberg Institute of Human Rights and Humanitarian Law (RWI) is an independent academic institution established in 1984.The mission of the Institute is to promote universal respect for human rights and humanitarian law by means of research, academic education, dissemination and institutional development.The vision of the Institute is to be a centre of excellence meeting the highest international standards in all its fields of operation contributing to the development of societies based on a human rights culture.The Department of International Programmes manages and coordinates RWI's human rights capacity development programmes and projects. Summary: RWI is currently seeking candidates to urgently fill a vacancy for the position as Programme Officer working with the Institute's human rights capacity development programmes and projects.The specific responsibilities may relate to work in all three units of RWI's Department of International Programmes.As the main focus of the work includes programme development and planning, preference will be given to candidates with strong project design and proposal writing skills as well as to candidates with relevant experience related to RWI's three prioritised areas: National Human Rights Institutions (NHRIs), Academic Institutions, and Institutions involved in the Administration of Justice.Essential Duties and Responsibilities: Assessing new programme opportunities, and drafting proposals for new programmes; Staying informed of and monitoring relevant developments concerning the areas prioritised by the Department; Initiating and maintaining regular contact, as well as participating in meetings, with relevant authorities, organisations, donors, etc.Drafting and monitoring budgets related to programmes; Drafting agreements and contracts with partner institutions and external consultants; Regularly assessing and monitoring programme developments and results; and For completed programmes, preparing narrative reports to analyse the results of the respective programme carried out.Qualifications: A minimum of five years of relevant professional experience in programme management, with a demonstrated ability to prepare project proposals and administer budgets/resources; Strong knowledge of international human rights law, including university degree with preferably a specialisation in international human rights law or related fields; Strong experience of results based management and monitoring and evaluation tools; Significant experience working with donor resource mobilisation; Demonstrated organisational, analytical, communication and interpersonal skills; Ability to work independently, take initiatives and prioritise work tasks; Flexibility and ability to work under pressure and complete tasks within given timeframes; Proven skills to work in teams and generate innovative, practical solutions to challenging situations; Fluency in English and knowledge of other relevant working languages; Cultural sensitivity and judgement; and Sound knowledge of means and methods of international development cooperation work.
