The Raoul Wallenberg Institute of Human Rights and Humanitarian Law (RWI) is an independent academic institution established in 1984.The purpose of the Institute is to promote research, training and academic education in the fields of human rights and humanitarian law and to initiate, develop, and support other activities in these areas.In fulfilling its mandate, the Institute collaborates with a number of academic institutions and international organisations dealing with human rights and humanitarian law.The Institute carries out capacity development programmes for the promotion of human rights standards and democratic values in a number of developing countries with primarily the support of the Swedish International Development Cooperation Agency (Sida).RWI initiated cooperation with China in the mid-nineties.Currently, RWI is implementing a three and a half year (2004-2007) human rights capacity development programme in China involving mainly cooperation with academic institutions, the procuratorate and legal aid centres.Programme Officer/Acting Head of China Office Summary: RWI is seeking a Programme Officer to administer its China Programme and work as Acting Head of the Institute's China Office in Beijing.The position is temporary due to parental leave and is expected to start 1 November 2006.The position is full time between 1 November 2006 and 30 October 2007, with a possibility of an extension until the end of 2007. Essential Duties and Responsibilities: The Programme Officer will be responsible for the preparation, implementation and follow-up of the Institute's projects in China.This includes drawing up activity plans for projects in close consultation with partner institutions; drafting partner agreements with corresponding budgets; monitoring project implementation and assessing results; and drafting narrative reports, with emphasis on goal fulfilment, for completed projects.The position also involves managerial responsibilities as Acting Head of Office between the 1 November 2006 and the 1 June 2007.Qualifications: - University degree in law or equivalent with a specialisation in human rights law or other human rights related fields; - A minimum of three years professional in-country experience in the human rights field, including project management; - Fluency in spoken and written English and working knowledge of Chinese is required.- Demonstrated organisational, analytical, communication and interpersonal skills; - Flexibility and ability to work independently and under pressure with limited time frames; - Cultural sensitivity and demonstrated ability to work closely with people of different background, maintaining impartiality and objectivity.
