The Swedish Committee for Afghanistan is looking for Senior Technical Advisor - Rehabilitation of Afghans with Disabilities (RAD) Posted at Kabul Management Office, Kabul, Afghanistan Swedish Committee for Afghanistan (SCA) is a non-governmental humanitarian organisation working with aid to Afghanistan since 1982, mainly with support to the Education, Health and Disability sectors.RAD is a large Community Based Rehabilitation (CBR) programme which has been working since 1991 for the rights of people with disabilities and is now currently working in more than 2000 villages and urban areas in 13 provinces.RAD has five programme components: Community Mobilisation and Advocacy, Inclusive and Special Education, Vocational Training and Employment Support, Physical Rehabilitation (Physiotherapy and Prosthetic and Orthotics services) and Institutional and Capacity Development.RAD is gradually moving from a predominantly service delivery approach towards incorporating greater elements of capacity building and advocacy, building up resources and partnerships with local communities, DPOs and local government in an effort to mainstream the inclusion of people with disabilities.The programme management unit is based in the main office in Kabul, while interventions are carried out through four project offices in the provincial capitals of Ghazni, Nangarhar, Balkh and Takhar. Scope of Work The Senior Technical Advisor works alongside and provides support to the national Head of Programme and his/her management team in Kabul.The team is responsible for operational programme management, strategic programme development, technical support and sector coordination.The Senior Technical Advisor has a central advisory function in designing, strengthening and developing the programme for ensuring long-term outcomes.S/he guides processes related to policy, strategy and methodology, and provides technical support for improved planning, monitoring, reporting and implementation.The role encompasses strategic work on institution and system levels, advocacy work as well as capacity building of key programme staff. Entry Requirements - A degree at master?s level in development management, policy and planning, or a technical field related to disability or equivalent experience - At least ten years of management and technical advisory experience in development programmes - Solid experience of disability sector in general and CBR programming in particular - Substantial involvement in institutional capacity development, advocacy and policy making - Good familiarity with project/programme design and proposal development - Experience in a post-conflict environment and in Muslim countries is an advantage - Strong team-building in a cross-cultural context - Commitment to rights-based approaches and gender equality - Ability to prioritise, handle multiple tasks and meet deadlines - Ability to travel frequently within Afghanistan and adjust to difficult and basic living conditions - Excellent command of written and spoken English - Knowledge of Dari or Pashtu a merit Contract period: 2 years with an initial 6 months probationary period Conditions: Non family posting.SCA offers a competitive salary, free housing, insurances and other benefits.
